(Note: Apparently, Rayquaza's Attack and Special Attack are even. This is different than I originally thought, and I am sorry.)

Nature: any neutral nature
EV's: 252 Attack, 252 Sp. Atk, 6 Speed

-Attacks-
Dragon Pulse
Flamethrower
Stone Edge
Earthquake

Just another mix moveset. Dragon Pulse gets STAB, making it the most powerful of the four attacks. Flamethrower and Stone Edge can both help against those nasty Ice-type attacks, while Earthquake can help protect against Rock-types. I picked a neutral nature because I didn't want any of Rayquaza's stats any lower. It's defenses are particularly low, especially compared to its other stats, so we have to keep them high. Rayquaza's speed is important because of the low defenses, so we have to keep that high. And why would we lower the two stats with maxed out EV's? That would be a waste.

All of Arceus's base stats are 120. Several legendaries have all of their base stats at 100.

Well, maybe not. Its speed is surprisingly higher than any other stats (although it's still low) and it has Flail, which can deal heavy damage if Magikarp has low HP. I once saw an amazing, but staged, battle. A team of one Regigigas was fighting against a team of a Smeargle and a Magikarp. The Smeargle used Belly Drum on the first turn, which maxes out your attack (while cutting half of your max HP). On the second turn, it used Baton Pass, which switches Pokemon, but passes any stat changes to the new Pokemon. Magikarp was sent out (with the maxed out attack) and it got hit by a deadly attack. However, Magikarp was holding a Focus Sash, so it kept 1 HP. Then, it used Flail, which PWNED the Regigigas. It truly was EPIC.

Okay, good. Here's a good moveset:

Special Wall
252 HP, 252 Sp. Def, 6 Speed
Leftovers

--Attacks--
Stealth Rock
Seismic Toss
Thunder Wave
Softboiled

--Strategy--
Blissey makes an excellent Special Wall, so that's exactly what this moveset is all about. Blissey isn't a great Pokemon to lead the battle (for fear of a physical opponent capable of ripping Blissey to shreds), but it is good at taking plenty of hits. Switch Blissey in whenever the opponent is going to use a special attack (preferably against a pure special, not a mix), so that Blissey takes little damage. Then, the opponent will either continue attacking with special attacks or switch. This is a good time to lay the Stealth Rock. Stealth Rock works best closer to the beginning of the battle, so bear that in mind. Switch Blissey out if the opponent switches to a physical Pokemon; otherwise, Blissey will faint before you can blink. Blissey can be used to absorb almost any special attack (watch out for Focus Blast, though), so don't be afraid to whip out the ol' Blissey shield. Once Stealth Rock has been put into play, Thunder Wave should be used. It works great to cripple Pokemon, especially sweepers or other Pokemon with high speeds. A common counter for Blissey is to switch to a physical sweeper. Thunder Wave will have opponents thinking twice about doing so. Seismic Toss is Blissey's only damaging attack. Because of Blissey's HORRIBLE offensive stats, Seismic Toss is a good alternative. It also ignores opponents' defenses, so it works great for other walls. Finally, we have Softboiled. This attack can really get on opponents' nerves. After several not-so-strong special attacks, whip out Softboiled to heal the damage.

--Counters--
Because Blissey is one of the best special walls out there, there's not much to counter against Blissey (with special attacks). Alakazam sweepers may pose a threat, especially if they hold Focus Blast, but a well-timed Thunder Wave will ruin Alakazam's speed, and making it much more vulnerable to virtually any attack. Ghost-types cannot be damaged by Blissey, so bear that in mind. Also, beware of Pokemon that know Pursuit. If Blissey tries to switch out, it will take severe damage from Pursuit before escaping. Weavile is a good example of a Pokemon with Pursuit.

--Alternative Attacks--
Ice Beam is a popular Blissey attack, posing a threat to Ground- and Dragon-type physical attackers. Other special condition attacks are also effective, such as Toxic. Or, if you're feeling risky, Counter can prove deadly if Blissey can survive the physical attack.
